Frederick Starr of SAIS receives New Orleans Spark Plug Award

On Sept. 15, the Greater News Orleans Foundation presented Frederick Starr, chair of the SAIS Central Asia–Caucasus Institute, with its first Spark Plug Award. The award recognizes the instrumental role that Starr played in 1983, when he was vice president of Tulane University, in creating the foundation to serve the community of New Orleans. Starr also is a professional jazz musician and an expert in the architecture of New Orleans.
